The Veterans Affairs Canada (VAC) Cannabis Reimbursement Program allows eligible veterans to be reimbursed for their medical cannabis prescription, guaranteeing access to safe, regulated, and affordable authorized options.

What the program covers

The VAC program covers medical cannabis for eligible veterans who meet the program criteria. Coverage is based on the Government of Canada's reimbursement policy for cannabis for medical purposes.

Coverage up to 3 g per day

The VAC program generally covers up to the equivalent of 3 grams of dried cannabis per day.

Maximum reimbursement rate

As of April 1, 2026, the Government of Canada has set the VAC covered portion at $6.00 per gram.

Eligible product categories

Dried flower, oils, capsules, edibles, and other authorized formats may be eligible under the program.

Direct billing to Blue Cross

Grail Culture bills Blue Cross directly so you only pay the non-covered portion of your medical cannabis.

Eligibility for the VAC program

The Veterans Affairs Canada program is for eligible veterans who meet the following criteria:

Canadian Armed Forces or RCMP veteran

You are a veteran of the Canadian Armed Forces or the RCMP and are eligible for VAC health care.

VAC disability benefit

You receive a disability pension, disability award, or pain and suffering compensation from VAC, and cannabis is used to treat that condition.

Non-pensioned conditions

In some cases, a veteran may also be eligible for a non-pensioned condition if the treatment is not offered by their provincial or territorial plan.

If you are eligible, you will need to obtain a medical authorization from a physician or nurse practitioner, purchase cannabis from a Health Canada licensed seller, and have your request approved by VAC according to its reimbursement policy.

How to apply

Getting started is simple. Follow these steps to access your medical cannabis through the VAC program.

Medical authorization

Obtain a medical authorization for cannabis from a physician or nurse practitioner.

Health Canada licensed seller

Purchase your medical cannabis from a seller licensed by Health Canada, such as Grail Culture.

VAC approval

Have your request approved by VAC according to its reimbursement policy through the insurer.
